That’s good news for cities implementing mandatory restrictions to deal with the state’s worst drought in a millennium. The cut-backs have wrought a conspicuous change to California’s once-verdant neighborhoods. Many lawns are now the color of straw. Many are simply gone, as homeowners take advantage of cash incentives to rip out their turf.
