Engineers are still trying to figure out what caused the catastrophic collapse of Champlain Towers in Surfside, Florida, but there’s evidence that condo owners in the building knew serious repairs needed to be made and struggled to come up with the cash to make them. Condo associations will always be tempted to put off repairs. Should they really be responsible for ensuring the structural safety of buildings that house millions of people across the country?
